The announcement is expected to be made soon. It will provide more options to the teams when it comes to keeping their main players.
This comes as the IPL teams have first advocated for a more aggressive retention plan given the concerns of the franchise owners, who feel that if they were able to keep more players, it would reduce the risk of brand dilution. The RTM card was last employed during the IPL 2018 auction, which enabled franchises to settle—pay the equivalent of the highest bidding price—for a player whom they had previously released.
It is recommended that this specific mix of five retainers and one RTM dominant measure as a moderate solution considering the needs of groups aspiring to keep all their best players yet still allow some reasonable free auction. The previous mega auction was conducted before IPL 2022. Several teams are now looking forward to creating a more stable core around their best players.

In the meantime, BCCI has not come out with any formal communication, but soon teams will be on the ground and there will be a notification regarding the mega auction.
